LOOT OF PUBLIC MONEY BY UNION MINISTER MUKUL ROY

The UPA Government with beating of drums has announced initiation of austerity drive in view of the unprecedented economic crisis engulfing the entire country. Almost all the ministries and the departments of the Central Government and their ministers have been more or less abiding by the decision of the government in letter and spirit. The exception to the same is Mamata Banerjee and other Ministers belonging to her party.

She has in fact turned the Railway Ministry into her personal property. Showing thumb to the prime minister, she has been engaged in one after another inauguration of old trains in new names and laying afresh foundations stones of the same old projects spending huge money from the railway exchequer. Moreover, she has also been announcing one after another projects without having the sanction of neither the Railway Ministry nor the UPA Government.

Her follower Minister for Shipping Mukul Roy is not lagging behind her in this respect. He has spent more than Rs. 3 Lakhs for hiring the car in which he travels in the last 3 months since taking oath. The Calcutta Port Trust, which is under his ministry, has paid the entire bill to the “Pandey Travels” wherefrom the car has been hired. The details of the bills are as follows.

Though he has spent such huge money on hiring a car for himself from the fund of the Calcutta Port Trust, he has visited the said organization for 3 times only during this period.

If a union minister spends more than Rs.1 Lakh on hiring a car only for official purpose, it can be imagined easily how much is incurred from public exchequer on his other facilities and amenities. This is nothing but blatant loot and plunder of public money.

Apart from travel business, the Pandey Travels have other businesses also. Shri Mukul Roy has inaugurated the “MBL Institute of Management”, a private college, owned by the Pandey Travels on 28-11-2009 on Chowringhee Road, Kolkata. This office of this private business organization is housed on the ground floor of Shantiniketan Building on Camac Street, Kolkata.

The sycophant spineless intellectuals are shamelessly silent on loot of public money by a union minister.

MAMATA BANERJEE HANDS OVER ACQUIRED RAILWAYS LANDS TO PRIVATE PARTIES

Not for creating its own infrastructure. The Railway Ministry under the instruction of Mamata Banerjee has decided to hand over large quantum of vacant railway lands including prime agricultural lands to big business houses in Kolkata, Siliguri and other big cities of the country. The Railways have informed that it has already earmarked 3,744 acres of land for the purpose in prime areas of Delhi, Bangalore, Hyderabad, Amritsar, Ajamgarh, Guwhati, Kanpur, Kolkata and other cities. Renowned promoters and builders would be invited to construct shopping malls, hotels and business centres in these lands solely owned by the railways by virtue of Land Acquisition Act, 1894.

It is pertinent to point out that the Indian Railways have acquired agricultural lands in different parts of the country with the help of the respective state governments for constructing infrastructure of the railways. As for example, in Howrah it had acquired 700 acres of land in 1984-85 with the help of the state government for constructing a “Goods Terminal”.

Now, the railways plan to lease out 3,744 acres of acquired land to private parties. It expects to earn Rs. 2,700 crores on this account. The said 3,744 acres of land has already been handed over to Railway Land Development Authority.

In reply to question during last railway budget, Mamata Banerjee had stated on the floor of the parliament that her ministry had planned to use the vacant railway lands for commercial purposes with private entrepreneurs on PPP Model (Public-Private Partnership Model). She informed that thousands of acres of railway land have already been earmarked for the same.

It would not be out of place to mention that in Singur she did not allow the Nano Car Factory to come up on the plea of construction of factory, Shopping Malls, Beauty Parlours etc. over agricultural lands. But after becoming Railway Minister she is hell bent on handing over prime agricultural lands owned by the railways to private parties for the same purpose.

It is relevant to point out that the entire land of 3,744 acres including agricultural land was acquired for the development of railway infrastructure in terms of Land Acquisition Act, 1894. This land cannot be used for any purpose other than the purpose for which it was originally acquired as per law.

But in gross violation of the provisions of the relevant act, Mamata Banerjee has been promoting big business houses with some ulterior motive and hidden agenda.

The sycophant spineless intellectuals, who were so vocal during Singur and Nandigram episodes in the name of safeguarding agricultural land, are shamelessly silent on misuse of acquired agricultural lands of the railways for promoting private business. The reason is simple. Most of them remain purchased in this or that way to serve the interests of big business houses and finance capital. The duplicity of these perverted intellectuals, therefore, stand exposed to the people from all walks of life.

MAOISTS HAVE FRESH PLANS TO ASSASSINATE BUDDHADEB (By B. Prasant in People’s Democracy, 18th October, 2009)

Police investigations reveal that the CPI (Maoist) has plans afoot to assassinate Bengal chief minister Buddhadeb Bhattacharjee in Kolkata. There is another plan in the pipeline to mount an assault on the Writers’ Buildings with hundreds of trained armed cadres. The
interrogation of a couple of top-level left sectarian leaders has led the police to these conclusions. Suicide attacks, too are not ruled out.

Speaking to People’s Democracy, Biman Basu, state secretary of Bengal CPI (M) said that the ‘Trinamulis and all their associates, cohorts, lackeys and underlings, here and abroad, including the self-styled ‘Maoists’ are planning all the while to assassinate our Party leaders and workers. ‘This,’ said Biman ‘is a condemnable and comprehensively counter-democratic exercise’.

Biman continued to say that ‘the present disclosure clearly depicts thatthese reactionary forces and their patrons in the ruling classes and the big media, have not any lesion, and are continuing to engaged in nefarious acts of commission. There is need to isolate and identify them as the enemy of the people.

KOLKATA RENDEZVOUS

The ‘Maoists’ confessed that this time the fresh ‘place of occurrence, has been chosen to be Kolkata city and its surrounds for the performance of the nefarious acts that these goons have carried out with impunity in Midnapore west in particular, in the past, especially the recent past.

The assassins organised and held a series of meetings very recently, probably last week, in a house (location unrevealed) in downtown Kolkata. At least one of the meetings saw the national level leaders of the criminals present including the shadowy figure of ‘Kishanji’. The ‘Maoists’ came to and went away from the rendezvous in luxury vehicles of a wealthy and well-known person who resides in the city and is known to have an enormous anti-CPI (M) frame of mind.

Incidentally, earlier reports from the police sources have already revealed that a couple of dozen-odd persons of the metropolis have kept close touch with the killers and have pro vided them not merely with news and views but leadership material as well.

Added to these’ Maoist-loving individuals are at least four political parties which act as the goons’ patrons and co-conspirators against the CPI (M) and the Left Front Government, especially chief minister Buddhadeb. Names and addressed of the individual patrons of the murderers are now made known to the police who prefer not to go public at the moment.

MURDEROUS PLAN

The entire plan to assassinate Buddhadeb fulminated over the past four months, we learn. The action was to be led by Sasadhar Mahato, the ever loving brother-at-arms of the Trinamuli goon Chatradhar Mahato, and by Sasadhar’s wife ‘Suchitra’ who is a hard core member of the armed squad leadership of the ‘Maoists’, having received arms training in neighbouring Jharkhand in the Giridih forests.

A question that is obvious for the asking is the modus operandi of so many criminals moving freely in the city, evading, even eluding, the extensive police network, particularly of the plainclothesmen belonging to the Special Branch (SB), and the Criminal Investigation Department (CID), plus the central agencies like the Intelligence Bureau (IB).

The police response borders on naiveté but is plausible enough to be mentioned. It noted that the criminals moved around under the cover of the protective kind a large number of anti-Communist ‘intellectuals’ and performing artists whose photos, it needs mention, deep in consultation with Chatradhar Mahato in the forest clearings of Midnapore west, have already appeared in the media.

ADJUTANTS OF KILLERS

The police have of late taken into custody two individuals from Jadavpur who led and organised two pro-‘Maoist’ outfits. The for a are the ‘Lalgarh Solidarity Manch’ and the ‘Mass Resistance Manch’. At least one of the two criminals interrogated has named the top floor of a multi-storied building at Prafulla Sarkar Street near to the place where the vast offices of the Patrika group is located, as a ‘safe house’ for the killers and their adjutants.

Another place of rendezvous has been a building on Lenin Sarani near where the office of a ‘political outfit’ of sorts is located, and the outfit is known for its strong and violent antipathy towards the CPI (M) as well as for their oozing sympathy for the Trinamulis and the ‘Maoists’. Always in attendance at the meetings among others were the brothers Sasadhar and Chhatradhar. The latter is presently in jail custody after having spent a week or so in police custody.

Meanwhile, on October 10, the Trinamul supremo gave a long interview to her favourite channel Star Ananda, an Anand Bazar Patrika group affiliate. There she invited ‘Kishanji’ for a ‘bilateral talk’, and even went so far as to say that the killers ‘have executed a series of good work’, without bothering to expand on her cryptic comments.

The chieftain once again spoke of her opposition to the security forces operation at and around Lalgarh. The chief also pointed out that the killing of the Trinamuli goon Nishikanta Mondal in Midnapore east was ‘probably not the work of ‘Maoists’. We in this connection remember that the ‘Maoists’ have already expressed their eagerness to ‘see the Trinamuli leader as the Bengal chief minister’.

WHOSE INTERESTS ARE MAOISTS SERVING? (Editorial of People’s Democracy dated October 12-18, 2009)

Three people were shot to death during a prize giving ceremony of a football match in Mayurbhanj district of Orissa. A bus carrying pilgrims to the Ajmer Sharif was shot at in Isri in Jharkhand’s Giridih district, seriously injuring twelve passengers. Railway tracks have been blown up in various parts of Bihar and Jharkhand. Tourists were looted in the Similipal tiger reserve in Orissa, while forest offices were ransacked looting rifles and wireless communication sets. Schools in Lakhi Sarai district and the Nawadih Middle School in Chatra were dynamited. Roads and bridges have been damaged disrupting traffic on the highways. Explosives have been repeatedly used to damage telecommunication towers.

This is the track record of the first three days of this week of Maoist violence that is sparing not even innocent women and children. The murderous attacks in Medinapur district of West Bengal continue with the latest victim being a member of the Jharkhand Party. As reported earlier, nearly 130 members and activists of the CPI (M) have lost their lives in such attacks in recent weeks. The CPI (M) continues to be targeted as it is in the forefront of the battle against such motivated violence and to protect the lives and properties of the innocent people. This is apart from the ideological reasons that are being advanced to attack the CPI (M), to which we shall return layer.

Contrary to the infatuated romantic description that Maoists influence is spreading because they espouse the cause of the most marginalized sections like the tribals, he truth is that control over administration of a territory provides substantial pecuniary as well as political power. This is the driving force behind such of their violent activities. This has been confirmed by the outpouring of information that the Maoist leader, Chatradhar Mahato has provided following his arrest in Lalgarh, West Bengal. Contrary to the propaganda that the People’s Committee against Police Atrocities was a spontaneous creation by local tribals, Mahato has revealed that this was a front created by the Maoists to be used to cordon off an area out of bounds for the police and civil administration. The so-called Maoist liberated zone. This was to shelter the Maoists who were then being hunted by the police following their landmine blast near Shalboni targeted to assassinate chief minister Buddhadeb Bhattacharya. In their typical style, like they did earlier in Nandigram, all roads and communication channels leading to this area were disrupted. Simultaneously, all those who resisted such a capture by the Maoists, mainly the CPI (M) were targeted for elimination.

Mahato also revealed that the Maoists received complete support and protection from the Trinamool Congress. This assisted them in spreading the reach of the ‘committee’ to many neighbouring villages. Local Trinamool leaders would provide both shelter and assistance for the Maoists to spread their activities. Clearly, the Trinamool Congress both patronized and provided the political cover for the Maoists to spread their activities and target the CPI (M) leaders and the Left Front’s support base for advancing its political and electoral fortunes. Mahato has also revealed that the so-called ‘intellectuals’ mobilized by the Trinamool Congress also provided huge amounts of monetary donations for sustaining their activities. The Maoist-Trinamool nexus has become so integrated that one of the Maoist leaders in an interview, in Ananda Bazar Patrika (October4), openly declared their desire to see Mamata Banerjee as the next chief minister of West Bengal.

It is, therefore, little wonder that the ministers in the union cabinet belonging o the Trinamool Congress re pressuring the union government to withdraw the central security forces which re currently in joint operations with the state security forces against the Maoists activities. Apart from legitimizing the brutality of Maoist violence the Trinamool Congress is directly negating the assessments of the prime minister and the union home minister that Maoist violence constitute the greatest threat to India’s internal security. This sounds appropriate given the fact that the same numbers of 17 lives were lost in the Maoist attack at Gadchiroli as in the Taliban terrorist attack on the Indian Embassy in Kabul. Yet, the Trinamool Congress ministers continue to remain in the union cabinet. The UPA and Congress party owes an answer to the country.

That the Maoists represent the voice and champion the interests of the downtrodden sections of the people has, once again, been belied when their call for a boycott of elections in Gadchiroli failed to evoke the expected response. The polling percentage here was much higher than that in the country’s commercial capital city of Mumbai. Their domination in any area is, thus, mainly out of terror rather than the support and sympathy of the exploited and the marginalized people.

The cause of the exploited and the marginalized forms the core agenda of the CPI (M) and the Left parties in our country. The elimination of such conditions of misery lies in the powerful mobilization of the mass of the people in political actions that should eventually lead to the replacement of the Indian ruling classes and, hence, the reversal of the policies that are based on exploitation of man by man and the immiserisation of the vast masses of the people. In the run up to such a powerful mass upsurge, popular protests and pressures will have to be mounted on the ruling classes at every stage to protect the livelihood of this vast mass of people. This means that all the neo-liberal economic policies, spearheaded by imperialist globalization, that have been imposing unprecedented miseries on the people need to be opposed. During the course of this decade or so, in many battles that have occurred against the ruling class policies and imperialism, have the Maoists ever been seen, leave alone heard, to raise their voice on such vital matters?

Further, for the toiling people to succeed in their struggle against exploitation, it is of utmost necessity that their class unity is strengthened in such struggles. Communalism disrupts precisely such unity by exploiting the religious sentiments amongst the people. For the revolutionary advance of the Indian people it is necessary that the communal offensive must be weakened and defeated. Where do the Maoists stand in this battle? They are promoting a person to be the future chief minister of West Bengal who served as a cabinet minister in the Vajpayee government, remaining silent, thus implicitly supporting, the State-sponsored communal genocide in Gujarat. She is serving as a cabinet minister today in the Manmohan Singh government. Such is the opportunism of the Maoist ‘class assault’ against the State.

Today’s Maoists are the result of a partial reuniting of the hopelessly fragmented Naxalite groups following their split with the CPI (M) in 1967. Following the formation of the Communist Party of India (ML) in 1969 by Charu Majumdar, this underwent various splits and re-splits for over three decades. Of these, the Maoist Communist Centre (MCC) in Bihar and the People’s War Group (PWG) in Andhra Pradesh merged to form the CPI (Maoist) in 2004.

The Maoist split from the CPI (M) on the basis of their assessment of the character of the Indian ruling classes. According to them, the Indian ruling classes were ‘comprador’, i.e., mere agents of imperialism not having any meaning social and political base amongst the Indian people. Hence, all that was required was to arm the Indian people and launch a ‘people’s war’ to achieve revolutionary liberation. Thus, arose the Naxalbari appraisal soon to be quelled by the State.

Despite the experience of the last four decades, which vindicated the CPI (M)’s understanding that the bourgeois-landlord Indian ruling classes had a strong political and social base among the Indian people, the Naxal/Maoist groups continued with their earlier assessment. The CPI (M), on the other hand, has been working to change the correlation of class forces amongst the Indian people by using both parliamentary and extra parliamentary methods in order to bring about a revolutionary change. This, the Maoists see, as the legitimization of the parliamentary democracy in India and, hence they target the CPI (M) as their principal enemy.

Concrete analysis of concrete conditions is the living essence of dialectics, as Lenin said. If the conditions are not properly understood, then faulty analysis leads to a faulty political line. The task of mobilizing the people and changing the correlation of class forces amongst the people cannot be replaced by seeking the submission of the people through the terror of the gun. In the process, poor Mao Zedong, the legendary Communist who led the Chinese revolution to victory, through a powerful, then the mightiest in the world, people’s movement is invoked to justify the very opposite of what he had practiced. Mao had taught all of us that no revolution could succeed unless Communist mingles with the people like fish takes to water. This can never happen through the terror of the gun.

In the final analysis, praxis of the Maoists is benefiting those very reactionary forces like the Trinamool Congress and, in the absence of any opposition to either imperialism or communalism, they only ensure the continuance of the edifice of class exploitation. Since 1967 when the parted company with the CPI (M), we have been urging them to abjure the politics of violence and terror, and to return to the democratic mainstream and mobilize the people for a revolutionary change. After all, it was Mao who said, “let a hundred flowers bloom, let a thousand thoughts contend”.

CPI (M) ON HOME MINISTER’S REMARKS

Prakash Karat, General Secretary of the Communist Party of India (Marxist), issued the following statement from New Delhi on October 31, 2009.

It is surprising that the union home minister has chosen to ignore the history of the Naxalite/Maoist movement. Far from being the CPI (M)’s “comrades in arms”, the Maoists have always been unremittingly hostile to the CPI (M). After they split away from the CPI (M) in the late 1960s, the ultra-Left elements in West Bengal targeted the party and hundreds of CPI(M) cadres and supporters lost their lives due to their depredations in the early 1970s.

It is also amusing to see Mr. Chidambram claiming that the CPI (M) saw the Maoists as their allies in fighting the bourgeois Congress, when the fact is that the earlier UPA Government led by the Congress was propped up for four years with the support of the CPI (M).

The reference by Mr. Chidambram to the attitude of the CPI (M) towards the Maoists having been different till the last session of parliament is also misplaced. The CPI (M) is critical of the laws that have draconian provisions in the name of fighting terrorism. Such laws have been used against hundreds of innocent people, mainly from the Muslim community in the name of fighting terror. We have always held that the Maoists have to be fought ideologically and politically apart from resort to firm administrative measures when they indulge in violence. The Maoists cannot be equated with the Laskhar-e-Taiba or the Jaish-e-Mohammed. The fact that the home minister has offered to talk to the Maoists, if they stop the violence, itself recognizes this difference.

Evidently, the home minister is put in an unenviable position when a colleague of his in the cabinet takes positions that are contrary to that of his ministry and government. Right from the start of the joint operations in Lalgarh, the union railway minister has made known her displeasure and asked for recall of the central paramilitary forces. She had extended support to a front organization of the Maoists. Another minister belonging to her party has publicly admitted to knowing in advance about the Rajdhani train stoppage.

It would be better if Mr. Chidambram took the initiative to sort out this glaring contradiction within the cabinet and not make irrelevant feints against the CPI (M).

NEW DRAMA OF MAMATA BANERJEE ON SINGUR

On 3rd October, 2008 just on the eve of Durga Puja in 2008 the Tatas were forced to leave unwillingly Singur even after completion of 95% of their Nano Car Factory spending about 1500 crores as a result of the conspiratorial violent agitation of Mamata Banerjee launched in connivance with Maoists, Congress, SUCI, BJP, communal fundamentalists, perverted & spineless intellectuals and foreign funded human rights activists with the financial assistance and guidance from the industrial competitors, finance capital and imperialists. The damage caused to the future of West Bengal is undoubtedly not only irreparable but also unprecedented.

In fact, the one and only aim of this dirty political exercise was to destabilize the Left Front Government throwing to the winds the interests of the state and install Mamata Banerjee as the next Chief Minister of West Bengal.

It is none else but she who forcibly did not also allow coming up of much-awaited Chemical Hub at Nandigram, expansion of National Highways, construction of Hospitals, I.T. Parks, Bridges, Aerodromes, Industries, Thermal Power Plants and other developmental works in West Bengal.

However, the Left Government did not give up hope and after much endeavour it was able to rope in BHEL to set up a 1600 MW Power Plant at the abandoned 997 acres of Nano factory at Singur. BHEL is one of the Nav Ratnas owned by Central Government, which has orders worth 30,000 crores in its hand now. There is a flicker of hope for Tata Motors’ abandoned Singur site. A team from central government-owned Bharat Heavy Electricals Ltd (BHEL) visited the place along with state government officials for the project with the West Bengal Power Development Corporation. BHEL General Manager S.C. Mittal was accompanied by WBPDC managing director Debashis Sen. The team also met Tata Motors representatives at the site. The setting up of the Power Plant is under process between BHEL and the Left Front Government.

But Mamata Banerjee is adamant not to allow establishment of any industry at Singur or in West Bengal. So, she, being the personification of destruction, distortion of facts, arrogance, duplicity, dictatorship, violence, provocations, hypocrisy, whims and blatant lies, has again plunged into the arena with the old demand of return of 400 acres of land to the landowners unwilling to part with their land or hand over the entire land to her for the establishment of a Railway Coach Factory.

There is a new coach factory coming up at Rae Bareli. She has announced an EMU and MEMU factory in Halishahar in Bengal in her Budget. Her predecessor has announced another factory at Palghat in Kerala, where the state government will provide 1,000 acres of land free of cost to the Railways. The capacity of Integrated Coach Factory and the Railway Coach Factory is also being increased. So, how can another coach factory be viable?"

If it is a locomotive factory she wants, there are doubts about that, too. There are already two locomotive factories under construction in Bihar - Chhapra and Madhepura. What will she do with a new one in Bengal? The person who drove the Tata factory out of Singur now wants to build another factory.

There is no denying the fact that Mamata Banerjee herself knows well both the demands are unreasonable as well as impossible to meet on the following grounds.

(1) It is not 400 but around 181 acres only.

(2) The 181 acres of land is not a compact single piece of land. It is a fragmented one consisting of thousands pieces of broken plots and remains scattered all over the site. If these fragmented plots are to be returned, neither BHEL nor the Railways will be able to set up any industry with about 1500 private owners residing with their families in the midst of the coming up factory.

(3) Last, but not the least. Once acquired, no land can be returned until and unless the Land Acquisition Act, 1894 is amended suitably for the purpose. In case of non-utilization, the land has to be put into auction by the state government and the highest bidder will get the same in terms of present provisions of the relevant act.

The fact of the matter is that Mamata Banerjee is not at all interested in setting up any industry there. Her only disastrous objective is to dramatize the issue in order to destroy industrialization of West Bengal and thereby augment her own vested political interests with the help and guidance of the Maoists, Congress, BJP, SUCI, sold-out intellectuals and foreign funded human rights activists.

During the period of both Narshimha Rao and Atal Bihari Bajpai, she as the Railway Minister and the Coal Minister had inaugurated whimsically a number of projects without budgetary support or approval of the concerned ministries. None of them have yet been implemented and the lands acquired for these inaugurated projects have still been lying vacant. The drama does not stop here. She has been flagging off old trains in new names and also laying afresh foundation stones of old projects, which were inaugurated long back with foundation stone still lying therein.

She has been acquiring forcibly thousands of acres of most fertile lands in UP, Rajasthan, Gujarat, Maharashtra and other states for the implementation of the Eastern and Western Dedicated Freight Corridors and Industrial Corridor ignoring the vehement objection and stiff resistance of the land losers. Is it not double standard or duplicity?

She holds an important portfolio in the Central Government and also is one of the most powerful ministers. If she is really interested for the welfare of the farmers, instead of creating problems for others, she can exert her office to get the Land Acquisition Act, 1894 amended easily in favour of the unwilling landowners.

It is unfortunate we live in such a country where people are swayed away by wave, hypocrisy, duplicity and blatant false propaganda of the political leaders and ‘so-called’ political leaders and social workers without considering the fact, ground reality and merit of the case.

DUPLICITY OF MAMATA BANERJEE IN RESPECT OF FARMERS LOSING FERTILE AGRICULTURAL LAND FOR EASTERN AND WESTERN DEDICATED FREIGHT CORRIDORS

Mamata Banerjee as the Indian Railway Minister with the financial assistance of Japan has decided to accelerate the western and eastern Dedicated Freight Corridors (DFC) along its busy trunk routes to augment the transport capacity and meet the growing requirements of moving freight.

(1) The western Delhi-Mumbai DFC covering 1,483-km through Delhi, National Capital Region (NCR), Uttar Pradesh, Haryana, Rajasthan, Gujarat and Maharashtra at a cost of Rs.26, 124 crores will stretch from the Jawaharlal Nehru Port Trust in Navi Mumbai to Dadri in Uttar Pradesh on the national capital's outskirts covering Maharashtra, Gujarat and Rajasthan.

High fertile farming land falling in villages of Uttar Pradesh, Haryana, Rajasthan, Gujarat and Maharashtra are covered under western corridor project.

Another project, the Delhi-Mumbai Industrial Corridor will also be developed simultaneously through Public-Private Partnership (PPP) along with the freight corridor.

The Railway Ministry expects to complete both the freight corridor and the industrial corridor by 2013.

(2) The eastern DFC will extend 1,806 km from Ludhiana in Punjab to Dankuni near Kolkata. It will be extended in future to serve the new deep-sea port in the Kolkata area and to largely serve coal and steel traffic. Here also fertile 3-crop/4-crop land will be acquired for the purpose.

The railways need to acquire 12,500 hectares over 51 districts in seven states for the proposed eastern and western freight corridor projects. The railways are demanding 42 per cent more 3-crop/4-crop fertile farming land for the project than what was previously envisaged. This is in sharp contrast to the earlier estimate of 8,833 hectares.

The railways have prepared land acquisition plans for 2,200 km. It has already issued a gazette notification for acquisition of 3-crop/4-crop high fertile farming land in villages of Uttar Pradesh, Rajasthan, Gujarat and Maharashtra covering a stretch of 1,077 km.

By the end of January 2009, the railways will be able to acquire nearly 100 km near Kanpur in Uttar Pradesh. The remaining areas will be acquired over six months.
The Railway Ministry on September 29, 2008 had published a notification declaring its intention to acquire 3-crop/4-crop fertile farming lands in Gujarat for execution, maintenance, management and operation of special rail corridor project following which farmers losing their 3-crop/4-crop fertile farming lands in these villages had raised about 1301 objections.

A year later on September 15, 2009, the government published a Notification stating that it has acquired 700 hectares of 3-crop/4-crop fertile farming land in 31 villages in three talukas and Vadodara city of Gujarat for the Western Dedicated Freight Corridor Project.

Farmers and sharecroppers in Uttar Pradesh and Gujarat have started agitation against the acquisition of highly fertile agriculture land for the proposed Freight Corridor.

They have suggested redesigning of the routes for sparing valuable 3-crop/4-crop fertile farming lands from acquisition and said the compensation package offered to these farmers in lieu of their 3-crop/4-crop fertile farming land was very less and not acceptable to them. The Railways have taken away their fertile farming land at throw away prices and rendered them jobless.

The farmers of Chandauli district in Uttar Pradesh under the banner of Krishi Bhoomi Bachao Sangharsh Samiti and Satya Foundation (SF) have started agitation against the acquisition of their fertile farming land for the proposed freight corridor of Indian Railways.

It was seen that during Singur and Nandigram episodes, all the opposition political parties including TMC, Congress, BJP, SUCI, Maoists and Naxalites had not only supported the violent agitation of Mamata Banerjee in the name of saving fertile agricultural land but also actively participated in the same. Besides, Mahasweta Devi and other ‘pseudo’ intellectuals and ‘so-called’ human rights activists had day and night campaigned vociferously against the Left Front Government and helped the agitators and goons in all possible ways to sabotage the industrial resurgence. Shri Lal Krishna Advani, Shri Amar Singh and other leaders of anti-Leftist national political parties had regularly been to Nandigram and Singur to add fuel to fire by expressing their solidarity with Mamata Banerjee and the agitators.

As a result, dreams of two major projects have been shattered. Opposition to government intervention in land acquisition helped Mamata Banerjee gain enormous political mileage, but it has left industry in West Bengal with Hobson’s choice

It is an irony that the same Mamata Banerjee has been now engaged in acquiring forcibly most fertile lands in seven states for Eastern and Western Dedicated Freight Corridors despite stiff and vehement opposition from the landowners and farmers. But the said political parties, national leaders, ‘pseudo’ intellectuals, Maoists, Naxalites and ‘so-called’ human rights activists are shamelessly silent on the matter. Nobody has yet met the affected farmers to give a patient hearing to them and address their grievances.

There cannot be separate rules for separates states in this country on acquisition of land. But yes, there is. Strange is the politics in this country.

The fact is that all forces ranging from ultra leftists to ultra rightists including those of communal, imperialist, finance capital and a section of media have ganged up with one and only aim to dislodge the Left Front Government anyway and at any cost. They donot abide by any logic, reason or fact. They with their obligation to imperialism went against all norms of civilized political behaviour and supported TMC which is nothing but a nuisance to Indian Politics dominated by one eccentric person devoid any ideology or policy

There is no denying the fact that hundreds of farmers have already committed suicide in Andhra Pradesh, Maharashtra, Gujarat and other states. Thousands and thousands acres of fertile land has been acquired under duress in many states for industries and other developmental works depriving the farmers of their landed property. But none of the saviors of tribals, peasants and the underprivileged are seen in the picture to express their solidarity with the deprived. Is it not ambivalence?
The double standard, fraudulency and duplicity maintained by political frauds, perverted intellectuals and foreign funded human rights activists are nothing but mockery of democracy, integrity, transparency and honesty. These people stand exposed today. History will judge judiciously these swindlers working on the pay roll of imperialists, foreign finance capital and big business houses in the days to come and throw them into dustbin.

P. CHIDAMBRAM SUPPORTS MAMATA BANERJEE IN CREATING 'MAOIST' FRANKENSTEIN FOR ELECTORAL GAINS AT THE COST OF THE NATION

The German People and a section of the intelligentsia raised Hitler to power in 1933. Hitler became a dictator and plunged the whole of Germany into 2nd World War. At the end of the 2nd World War it was found that beside other losses at least one person from each and every family had lost his life as a result of the war.

Indira Gandhi created Bhindranwale and installed him at the Amritsar Golden Temple to counter the Akali Dal in Punjab Politics. Consequently, she had to repent by giving up her own life on 30th October 1984.

United States of America in collusion with Pakistan created Taliban to overthrow the Communist Government led by Nazibullah. Today Pakistan and its people are suffering immensely at the hands of Taliban.

Once, both Indira Gandhi and Rajiv Gandhi had supported L.T.T.E. and allowed it to open training centers on the soil of the country. Ultimately, Rajiv Gandhi had to pay high price by way of sacrificing his own life.

The people sitting at the helm affairs in New Delhi once supported the splinter groups of Kashmir to counter Seikh Abdullah, Farooq Abdullah and his party. Today Kashmir suffers for the same.

In Northeast separatists were once supported to create problems for the opposition led governments. The country has still been paying for the same.

The ruling party at the centre and its allies has not learnt any lesson from the past. Mamata Banerjee and her associates have brought Maoists into West Bengal and have been supporting all separatist forces to dislodge the ruling Left Front Government. These irresponsible political leaders have forgotten that politics will not end with the removal of the Left Front Government. The Frankenstein that they have created today for undermining the Leftists in order to gain electoral gains will also haunt them in future and they will have to face the same fate in the coming days as those of the present day victims .

IS P.CHIDAMBRAM ABOVE NARROW PARTY POLITICS?

Many possessed so far a high impression about Shri P. Chidambaram that he is a man of principle, integrity, honesty and functions above party lines. His fight and caution against Maoist menace in the country is genuine and guided by national interest. But his recent irresponsible, narrow and politically motivated utterances and brazen distortion of facts have shattered all these impressions.

He is the Home Minister of the country. So, he must have enough proof from his own intelligence source that Mamata Banerjee is actively hand in gloves with the Maoists. It is seen that the TMC and SUCI workers are openly working with the Maoists everywhere. The insurgence of Maoists in Nandigram, Singur, Arambagh, Mangalkote, Jangalmahal and other areas could not have been successful without the active help of the Railway Minister. It is an open secret that in Kolkata also Maoists are organizing rallies, processions, seminars and meetings in collusion with TMC and SUCI workers in broad daylight. The hijacking of the Rajdhani Express at Banstala Railway Station was no exception to this. The role played by the Indian Railways is sufficient to prove the nexus between Mamata Banerjee and the Maoists.

There is no denying the fact that the Left Front Government is the biggest obstruction to the implementation of Privatization, Globalization and Liberalization followed by the UPA Government. West Bengal is the only state where land reforms have been implemented successfully. Apart from this, the Coalition Government has been running successfully for the last 32 years. Elections to all local bodies are held democratically and timely. It is standing as an exemplary political formation and pillar of the mainstream leftists. The Congress Party believes in one party rule. So, removal of the Left Front Government is necessary not only for the Central Government but also for the imperialists, foreign finance capital and landlords to pave way for their own vested interests.

The aim and objective of P. Chidambram, Mamata Banerjee and the Maoist leader Kishanji is one and same that is removal of the Left Front Government and installation of Mamata Banerjee as the next Chief Minister of West Bengal anyhow and at any cost. So, all of them have been working in unison covertly and/or overtly to undermine the same.

In spite of knowing fully that only the CPI (M) is the victim of the brutalities committed by the Maoists along with TMC and SUCI, he most irresponsibly commented that the Maoists and the CPI (M) are friends. His words supporting the collaborators of a banned organization are guided by narrow political considerations for obtaining electoral gains at the cost of the nation. It is also aimed at to demoralize or maneuver the joint forces fighting against the Maoists; otherwise why it could not yet bring the Maoist activities in Jangalmahal under control. This sort of anti-national attitude on his part is unbecoming of a Home Minister. Moreover, his so-called fight against Maoists is nothing but eyewash; otherwise he would not have played this sort of duplicity and fraudulence with the nation. It proves beyond doubt that the nation is not safe at the hands of this gentleman who himself is politically biased, prejudiced and unfair.

He must keep in mind that in the same manner Indira Gandhi had created Bhindranwale and installed him at the Amritsar Golden Temple to counter the Akali Dal in Punjab Politics. Consequently, she had to pay price by giving up her own life on 30th October 1984 at the hands of Khalistanis.

As a matter of fact, the Maoist problem in West Bengal is a joint venture of P. Chidambram, Mamata Banerjee and the Maoist leader Kishanji aiming at destabilizing the Left Front Government consisting of the mainstream Leftist parties.

PSEUDO INTELLECTUALS ENCOURAGE RAPE AND MURDER OF MINOR CHILDREN BY MAOIST CRIMINALS IN WEST BENGAL

The brutality and inhumanity of the coward and impotent killers of Maoist-TMC Alliance backed by imperialists, international finance capital, big business houses, ‘pseudo’ intellectuals and politically motivated media do not spare even innocent minor children who are yet to see the world.

· The hired criminal Maoists murdered cruelly a 4-year old girl Priyanka Mahato at Shalboni, Medinipur (W) on 31-05-02 for unfortunately being the daughter of a CPI (M) supporter.

· On January 3, 2007 the husband and two young sons of Kanika Mandal were forced to flee from their home in Sonachura, Nandigram. She and her younger daughter Sunita, a Class 9 student, continued to live in the village under constant threat. On February 10 at around noon mother and daughter were working in the fields when Sunita returned early to the house. When Kanika came home she found her daughter raped and killed by Maoist-TMC squad members. The medical report confirmed the rape.

· On March 3, 2007 Kakoli Giri of village Kalcharanpur, Nandigram was gangraped by Maoists. The medical report confirmed rape.

· The hired Maoist-TMC goons burnt to death Jharana Mandi and her 6-year old daughter Sumana Mandi on 26th February 2009 at Dhaniakhali in Hooghly district of West Bengal. Their only fault was that Sumana Mandi’s father is not only a tribal but is also a dedicated local CPI (M) leader.

· There is more in store. On 17th October 2009 Maoist-TMC leader Tapan Ghosh of Dhaniakhali murdered brutally Rahul Ruidas 9-year old son of CPI (M) supporter Ranjan Ruidas who happens to be a landless labour and works in the field of Tapan Ghosh.

· The minor daughter of Late Srikanta Mondal of village Keochiya of Khejuri Block in West Midnapur district of West Bengal had been to the nearby field to catch fish from a running stream in the morning of last Sunday on 01-11-2009. While this student of class-VII was busy in her work, a Maoist-TMC action squad member named Sukumar held her from behind and raped her repeatedly on the spot.

She returned to her house bleeding and reported the matter to her widow mother and other relatives. The local people became very much agitated. There is much tension in the village. They wanted to report the matter to the concerned police station. But the Maoists and the criminals of TMC have threatened the victim and her relatives with dire consequences if they went to the police station to lodge a formal complain. The matter did not stop here. The Maoist-TMC criminals have been guarding her house day and night so as to prevent her from going to the police station. The house of the victim is still under their siege.

Mahasweta Devi, Medha Patkar and other ‘so-called’ intellectuals are still maintaining silence without condemning the gruesome incidents of rape and murder of minor children. Is it because their beloved revolutionary Maoist-TMC action squad members have committed the rape and murder in the name of fighting for the cause of tribals?

DUPLICITY OF MAOIST INTELLECTUALS

When Y.S. Rajsekhar Reddy died in an aerial mishap, every body condoled the death and paid tributes. But not surprisingly, it provided another occasion to expose the dual face of Maoist ‘intellectuals’. It all started when N. Venugopal, nephew of Virasam (frontal organization of Maoists) leader Varavararao, who is an important leader after his uncle, narrated his close association with the late Chief Minister of Andhra Pradesh in a graphic way.

Venugopal who is also a journalist stated that YSR has shown him the other face of a factional politician. He recalled how warmly YSR took his case when he was arrested. The Maoist writer who is utterly opposed to “parliamentary politics” also confessed that his organization did the electoral survey for YSR before the last election. Suffice it to mention in conclusion, Venugopal fondly recalled the ‘Karasparsa’ (hand shake) of YSR. Even s the article shook some people Ranganayakamma, noted writer, came down on the duplicity of his credentials. Pani representing Virasam distanced from the article and announced his suspension. Later Venugopal apologized in the same paper in a round about the manner and Ranganayakamma once again attacked this so-called apology. One more senior journalist associated with Virasam also clarified his tributes to YSR that led to confusion. One organiser of an NGO did the same and published an explanation.

To cap it all, Vangapandu Prasadrao, balladeer known like Gaddar, retuned his famous song on Srikalulam struggle in praise of YSR. Again it led to serious criticism, but he struck to his position. Several readers through letters to the newspaper lament the fall of revolutionary phrasemongers but it is no surprise given their track record. The recent example is being Lalgarh. One more interesting point is, Vanaja, a close companion of Venugopal received an award for her story on Jnatana Sarkar in Dankaranya, from the hands none other than prime minister Manmohan Singh who incidentally declared Maoist extremism as the main danger facing the nation. Though it happened some time ago, the line up is there for everybody to see. Isn’t it?

WHY INCREASE OF VIOLENCE IN WEST BENGAL?

The one and only one aim of Mamata Banerjee is to become the Chief Minister of West Bengal anyhow and at any cost. She cannot wait till the assembly elections scheduled to be held in 2011. With the passage of each day she is becoming more and more impatient and intolerant. So, she wants to advance the assembly elections as much as possible. She has, therefore, taken the help of anti-national Maoist terrorists and hardened criminals to create serious problems of law and order in the state. The Maoists on her behalf have been taking recourse to murder, arson, loot, train hijacking, extortion and other criminal activities in Lalgarh and in other parts of the state. Medha Patkar, Mahasweta Devi and their ‘so-called’ intellectual friends and the politically motivated media as well as ‘pseudo’ human rights activists have been openly propagating in her favour. All of them including the Maoists want to see a Fascist as the next Chief Minister of West Bengal replacing a Communist. This does not end here. They have also been encouraging and inciting the Maoists and her hooligans to deteriorate the law and order situation so as to pave way for imposition of Article 356 as early as possible to destabilize a constitutionally elected state government and advance the assembly elections.

In the meantime, the Maoists along with TMC have already butchered hundreds of innocent people mostly belonging to tribal and the Muslim community. They have been trying to throw the entire state into total lawlessness and anarchy. The so-called intellectuals have not yet uttered a single word to condemn brutal murders of tribals and Muslims.

The present spate of violence taking place in Hooghly, Burdwan, Bankura, West Midnapur and other districts of the state are nothing but a part and parcel of the same game plan and conspiracy hatched by Mamata Banerjee, Maoists, ‘pseudo’ intellectuals, politically motivated media and ‘so-called’ human rights activists.

It is widely apprehended that Mamata Banerjee and her gang will increase the violence with the advent of the assembly elections. If the people donot foil this conspiracy in time, there is much agony in store for them.

WHY MEDHA PATKAR, MAHASWETA DEVI AND OTHER PSEUDO INTELLECTUALS SILENT ON RAPE OF MINOR GIRLS BY MAOIST-TMC MEMBERS IN NANDIGRAM AND KHEJURI

Is it because their beloved revolutionary Maoist-TMC action squad members have committed the rape and murder?

“CHATRADHAR’S CONFESSIONS CONFIRM COMPLICITY” by Debashis Chakraborty (People’s Democracy October 4, 2009)

Chatradhar Mahato’s arrest and interrogation have only revealed those very things, which the people in Jangalmahal, the forest areas of three western districts of West Bengal knew from the very beginning. On the process, reports in the media about the confessions of Mahato have created political ripples and paradoxical reactions from a section of the intelligentsia.

What are the truths that have been exposed?

First, the “People’s Committee against Police Atrocities” was formed by the Maoists, primarily to cordon off an area out of the bounds for police and administration. It was done in November 2008 after police began to search for the culprits involved in landmine blast in Shalboni. The mine-blast was designed to kill Chief Minister when he was returning from stone-laying ceremony of the proposed steel plant in Shalboni. Chatradhar Mahato revealed that top Maoist leaders of the area were present in the meeting where the committee was formed. Gradually, the committee followed the dictums of the Maoists and expanded its work from digging roads to attacking CPI (M) cadres and sympathizers. In Lalgarh agitation was not at all any spontaneous outburst of the tribals, as it was depicted in a section of the media; it was, rather, a well-planned disturbance to create a conducive atmosphere for the Maoists to consolidate their own base.

Secondly, the committee acted as a comfortable platform for the Maoists and Trinamool Congress to work together. In almost every village where a ‘branch’ of the committee was formed, both the active members of the Maoists and TMC worked in unison. In many places, the houses of local TMC leaders were used as meeting places and shelters for committee and Maoist cadres. Chatradhar himself claimed that he used to maintain links with state level TMC leaders as frequently as he did with the Maoist leaders in West Midnapur.

Thirdly, according to Kolkata media, Chatradhar Mahato partially confessed about the huge amount of money collected as ‘donations’ and forced ‘levies’ during last ten months. It ran into crores. There was smooth flow of outside financial support also. Specific names of some of the financing persons and organizations have also come into light.

Fourthly, the committee and Chatradhar himself had regular contacts with a section of the anti-CPI (M) intelligentsia and even participated in a number of secret meetings in Kolkata too. Though it was no so secret to any observer, this revelation has apparently unnerved some of the intellectuals who, for some months now, have already been rewarded abundantly by the railway minister. These intellectuals have tried their best to claim that hey had no inkling of Chatradhar’s Maoist links.

This theory of delinking “People’s Committee” and the Maoists is the escape route for TMC supremo and the railway minister Mamata Banerjee herself. It was she who consistently demanded withdrawal of central para military forces from West Midnapur after the joint operations started. It was she who organised rally in support of this demand. The central ministers from her party went to Lalgarh to oppose the operations of joint forces. Even now, railway minister is completely silent about the terror unleashed by the Maoists. She was speaking in a manner which legitimizes the brutality of the Maoists.

This is in stark contradiction to the professed stand of the prime minister and the home minister.

The gruesome incident in Jharkhand has shattered the ‘delinking’ scheme. Maoists had offered to release the abducted inspector of the special branch of Jharkhand police, Francis Indwar in exchange for Kobad Gandhi, Chatradhar Mahato and Chandrabhusan Yadav. The inspector was later killed in an atrocious manner.

Meanwhile, more and more evidences of complicity of Maoist and TMC have come into light. This working partnership has been developing since the days of Nandigram agitation and the Maoists have consistently emphasized the necessity of working in tandem with TMC in their party documents. On the top of these, the Maoist leader M. Koteswar Rao alias Kishenji, in an interview to “Anand Bazaar Patrika” (on 4 October) has declared that they want to see Mamata Banerjee as the next chief minister in West Bengal. According to fanciful analysis of Kishenji, though the TMC has same class character like Congress, Mamata Banerjee, by the sheer force of her personality can override the barrier and can initiate radical reforms.

It remains to be seen how the leadership of UPA government reacts to such proximity of “greatest internal threat” (as repeatedly told by prime minister, home minister) and an important central minister.

PEOPLE OF WEAKER SECTIONS BUTCHERED BY MAOISTS TAKING HELP OF MAMATA BANERJEE AND PSEUDO INTELLECTUALS

Most of the people so far butchered by Maoists at Lalgarh and other parts of West Bengal are poor tribals, castes belonging to weaker sections of the society and Muslims mostly having allegiance to CPI (M). The society demands timely disposal of the dead body of even a creature. But the entire world witnessed with horror how the dead bodies of 4 poor tribal CPI (M) cadres butchered by Maoist-TMC-Congress-SUCI Alliance were kept in open for 5 days without disposal by the Maoist-TMC criminals at Lalgarh in West Bengal. Their relatives were neither allowed to come near nor touch the bodies. The Maoists and TMC workers danced and sang around the bodies in the same manner as is practiced by cannibals. Their brutality and inhumanity surpassed all limits of human tolerance and society.

Thousands of CPI (M) cadres and their families have been evicted from their ancestral homes. TMC-Maoist criminals and murderers have torched their houses. They have been rendered jobless in these hard days of existence. The families of the murdered persons and others have been thrown into the streets for starvation.

The so-called innocent and impartial Governor of West Bengal is silent over unprecedented slaughter of innocent people because he thinks that they have no right to survive for their political allegiance to the CPI (M). His conscience wakes up suddenly as and when Mamata Banerjee, Maoists and perverted “so-called” intellectuals demand and desire. Shame on the Governor and the imperialist agents in the guise of so-called intellectuals!

The sycophant, spineless, anti-Communist intellectuals and so-called human rights activists did not utter even a single word to condemn these murders. They are busy in receiving Free AC Railway Passes, money packets and other favours and gratis from imperialists, finance capital, big business houses, Mamata Banerjee and landlords for their shameful and anti-national role and service.

Most of the people so far butchered by Maoists at Lalgarh and other parts of West Bengal are poor tribals, castes belonging to weaker sections of the society and Muslims mostly having allegiance to CPI (M). The society demands timely disposal of the dead body of even a creature.
